In another good sign for those looking for help in shutting down puppy mills, the Canadian province of Manitoba has introduced legislation that will make it a little harder on pet breeders who cross the line in terms of their breeding practices. Many fines are being doubled for certain violations and overall the licensing requirements are getting stiffer. One of the most exciting developments is the new limitations that are being put on breeders as far as how many animals they can have residing in their breeding facilities.
